The collection primarily covers Spencer's term on Cincinnati City Council and the years leading up to it (1980-1985). It includes papers from various City Council committees, such as the Finance and Labor Committee, the Law Committee, the Public Works Committee and others. Topics include school desegregation, expansion of the Convention Center, urban renewal, housing, zoning of the Riverfront, historic districts, infrastructure, divestment from South Africa, taxation, cable television, the William H. The Ku Klux Klan was formally incorporated under the laws of the state of Georgia on Dec. 4, 1915. Marian A. Spencer, an African-American native of Gallipolis, Ohio, served as chairperson of the Community Steering Committee for Indigent Defense in Cincinnati before becoming president of the Cincinnati Branch of the NAACP in 1981.
